The United Nations Operation in C?te d'Ivoire (UNOCI) was established by Security Council Resolution 1528 of 27 February 2004 for an initial period of 24 months as from April 2004. This followed deteriorating political instability, which posed a serious threat to international peace and security in the region. Thus, the birth of UNOCI facilitated the implementation by the Ivorian parties of the January 2003 peace agreement. UNOCI was authorised by the Security Council to use all necessary means to carry out its mandate within its capabilities and its areas of deployment.
