Abstract

Reviewing the principal areas where conflict was flaring as 2012 advanced into 2013, the presence of nation's populations rising to demand in speech and action a determination of their futures seemed the discernable thread. This time and its developments continued the 21st century Africa movement from events determined by strong men and their armies to countries redefined by newly empowered citizenry. This is a trend, not a resolved movement. Central African militias and despots still in power throughout Africa perpetuated the post-Independence scenario of the powerful ruler dictating events. But they were fewer in number, and even less tolerated by the International community than in the past.
