Abstract

Piracy off the Horn of Africa (HOA) has declined rapidly from its height in 2009 and 2010. A considerable amount of this improvement in threats to commercial shipping can be attributed to the large-scale naval task forces deployed there for several years, at significant cost. Combined Task Force 150 and 151, and the many unilateral navies patrolling the ocean space from the Gulf of Aden through to the Mozambican Channel (by the South African Navy), are an interesting testament to the universality of the problem of piracy. When Iranian navy vessels are seeking pirates alongside Chinese and American counterparts, one can get a good appreciation of the seriousness of piracy off Africa's coast.
