Abstract

Eighteen years after the genocide that made Rwanda international news, the country has achieved an impressive change of fortune. Rising out of the devastation of a failed state, Rwanda in 2013 offers a compelling example of governance and economic reform. Much has been written about the 1994 genocide that killed more than 800,000 people in 100 days, but little analysis has been offered to explain Rwanda's post-conflict resurrection.
