Abstract

The designation of Nigerian Islamist militant groups Boko Haram and Ansaru as Foreign Terrorist Organisations (FTOs) and Specially Designated Global Terrorists (SDGTs) by the United States' (US) State Department of 13 November 2013, signifies a new angle of attack on these groups. The FTO and SDGT designations will assist US Justice and Treasury Departments to collaborate with counter-terrorism partners to investigate and prosecute terrorist suspects associated with Boko Haram and Ansaru. Such a move means that there are now financial consequences for Nigerian diaspora-based fundraising groups, or political patrons, at least in terms of US-based assets. While not by itself a globe-spanning effort, this designation may encourage similar declarations by other international states and organisations, closing the international net on Boko Haram and Ansaru financers.
