Abstract

Terrorism is intertwined with criminal activities: one feeds on the other. Because terrorism is rooted in poverty, exclusion and poor governance, it is prudent to treat these as aspects of the same evil. The poverty that threads the fabric of East Africa has produced criminal activity both common and terroristic in nature. This reality should be known to foreign investors who have the potential to mitigate regional poverty by exploiting local natural resources, creating employment and tax revenue in the process, and feeding downstream businesses that thrive on major industrial activity. However vulnerable business ventures can be to the crime and terrorism precipitated by poverty, sound economic policy dedicated to business growth can help to alleviate these factors.
