Abstract

To achieve the prosperity experienced in Côte d'Ivoire in the 1980s and 1990s, the country will have to reform its regulations and business-inhibiting government practices that make investment more difficult than investors will tolerate. Political discord has prevented the rebuilding of war-damaged infrastructure, although what remains will be the foundation for a (relative to the rest of West Africa) sophisticated road transport network to bear freight, tourists and the cars of Ivoirians who are once again affluent.
