Libya continues to struggle to achieve the requisite level of political stability for democracy to take hold and for economic growth to obtain a firm footing. Following Colonel Muammar Gaddafi's dictatorship, Libyans inherited no functioning political institutions and in 2014 experienced setbacks in the establishment of these. Rival armed factions support disparate political parties, and instability is compounded by competing governments - one in the capital, Tripoli, and the other operating from the eastern city of Tobruk.
