Abstract

A case argued before the East African Court of Justice (EACJ) in Arusha, Tanzania, on 22 February 2015, may not change corruption in Uganda but has emphasized the need for reform. A Ugandan citizen sued Uganda's Attorney General for unconstitutionally failing to act upon findings by the country's Inspector General of Government that US$ 18 million was pilfered from government through corruption. The issue is governance, an area in which Uganda, under autocratic President Yoweri Museveni, has deteriorated for years.
