The negotiated release of international hostages held by militant groups in the Maghreb region is becoming increasingly common. While negotiations with such groups are officially discouraged, the reality is that, barring lucky strikes by special forces against militant cells holding hostages, negotiations are the only way of securing the release of such prisoners.
