Abstract

The prospects for investment in one of Africa's smallest nations are improving considerably, albeit from a very low base. The greatest security threat to the country comes from piracy in the Gulf of Guinea, where criminal organisations target some of the 30,000 vessels that traverse the route every year in order to loot equipment and money, siphon oil and take hostages for ransom. Togo's capital Lomé will play host to an African Union (AU) conference on maritime security and development in November 2015.
