Abstract

Libya's two rival governments agreed to a UN-brokered national reunification agreement on 15 December. In the absence of a unified country, the Islamic State (ISIS) was able to gain a foothold in the country and human-smuggling networks to operate unfettered. The internationally-recognised government's attempts to dictate control over national energy assets is slowing oil production and risks deterring vital foreign business.
