Abstract

The Paris High Level Forum (2005) on aid effectiveness emphasised the support for recipient own national development strategies, increased use of national administration systems and more co-ordinated and predictable actions among the multiple aid actors. More recently and over the past decade there has been an increasing combined internal and external pressure on the aid industry to evaluate their intervention methods and aid effectiveness. Debates on aid effectiveness comes at a time when billions of people around the globe are continuously inflicted by poverty, deprivation and marginalisation, unbearable indignity and systemic exclusion from employment, market participation, health, education and housing.
