Abstract

An effective and efficient public procurement system is a sine qua non for the optimal utilization of Africa's scarce public sector resources. Good governance will be undermined by a non-transparency in public procurement. Th ere is a direct nexus between the level of corruption in a country and the transparency in public procurement in that country (Nkinga, 2003). Yet the task of setting up a good public procurement is a daunting one (Walker, 2000). Public procurement refers to the way in which central and local governments and other government-funded bodies go about, contracting for civil works and procuring goods and other services.
