Most interpretations of Tanzanian foreign policy take the years 1964 and 1965 as a turning point. These were the years in which Tanzania's relations with the major western powers sharply deteriorated. The analysis presented here accepts the years 1964 and 1965 as a turning point. It will nevertheless contend that the nature of the turning point is inaccurately descriptionbed.
