Abstract

The Republic of Niger is a particularly interesting case for students of the relationship between political power and economic modernization. Since independence its government has advocated a rural development strategy called participation populaire au developpement, which proposes a specific resolution to the dual needs of the state to raise the standard of living while building the power capacity of the national government.
