The balance to strike between bureaucratic and participatory norms in organizations is an issue common to many of today's societies. It is directly confronted in those developing countries whose leaders are willing to perceive organizational patterns as a key factor in determining the rate and nature of national progress and to experiment with organizational roles and designs.
