In the voluminous literature on the politics of third world countries, much concern has been expressed about the viability of the new nations. The unsuccessful secessionist efforts of Katanga and Biafra, and the successful breakaway of Bangladesh have heightened these concerns. Scholarly concentration on the problem has produced a number of speculative works on ""nation-building"". Yet these speculations have not been accompanied by the empirical studies necessary to test the propositions offered.
