Of all the problems facing the Nairobi City Council in dealing with rapid population growth during the 1960s, housing was perhaps the most intractable. Though the City Council made available about 20 per cent of its budget for housing during this period, an estimated 15,000 people still needed housing in 1966. And during the next three years, another 15,000 names were added to the waiting-list.
