Abstract

One of the British constitutional principles which was incorporated in the independence Constitutions of East Africa, and survived subsequent constitutional changes, is the doctrine of Ministerial responsibillity. This paper attempts to discuss what the doctrine implies in East Africa and to what extent it is really operative in constitutional practice.
