Abstract

The formation of the President's Council, a non-parliamentary institution with the main function of advising the government on matters of national interest, has become a controversial issue because of the exclusion of blacks from membership of the council. Although it has no legislative or executive powers, the council marks South Africa's first major deviation from the Westminster model and is an historic step in the country's constitutional development.
