The USSR intends to expand its involvement in southern Africa despite some setbacks, and more experienced personnel are formulating policy in Moscow and implementing it in the field. Dr Peter Vanneman is an Associate Professor of political science (with tenure) at the University of Arkansas. He is the author of a major book on Soviet internal politics and numerous articles on Soviet policy in Africa.
