The Republic of Ciskei became the youngest independent state in Africa when it came into being on 4 December 1981. Professor M C Eksteen, Head of the Department of Political Science at the University of Fort Hare, discusses the distinctive constitutional framework Ciskei has adopted, thereby taking the lead in various fields which so far had been relegated to mere speculation.
