Abstract

Press reports towards the end of October, 1986, indicated that the proceedings of the Kwazulu/Natal lndaba were moving towards a final document on a new political dispensation for the region.1 This does not necessarily suggest that the goal of consensus has been reached on an issue as sensitive as major political change; nor does it mean that the conference has completed its work. Prof Desmond Clarence, conference chairman, has been quoted2 as saying that the conference had been criticized for neglecting the constitutional question, which was the main field of concern. Other proposals such as those on finance and education had accordingly been held over while the conference concentrated on constitutional matters.
