Experience throughout the world has shown that rural development is an essential component of economic growth and economic well-being. In underdeveloped territories the rural economy is not infrequently the cornerstone upon which the economic future of nations must depend. Increasingly, therefore, rural development planning strategies have assumed as great an importance as those directed towards urban-industrial growth. The objective of this paper is to examine the nature of cooperative rural organization as a development strategy. Its principal focus rests upon the experience of rural cooperative development in Israel and it attempts to point to the relevance of that strategy as an agent through which rural development in Black territories of South Africa may profitably be viewed.
