The New Partnership for Africa's Development (NEPAD) - the programme of action aiming at Africa's rebirth or renaissance - has been greeted in almost equal measure with praise and censure since its introduction in 2001. Praise has often come from the developed world, and donors, for its emphasis on compliance with a set of principles relating to democracy and good governance. Criticism is usually linked to the perceived elitist and 'top-down' nature of the initiative, as well as its reliance on Western funding for resource mobilisation.
