Abstract

This paper questions the South African government's assumption that ICTs are 'revolutionary' and that an 'information society' is being forged from new techno-economic paradigm comprised of ICTs. In much of government's technicist rhetoric we find an implicit belief in an unproblematic causal progression from ICT innovations to social change.
