Abstract

This article reviews emerging local economic development (LED) policy and strategy in the metropolitan region of Ekurhuleni, which was formed as a unified entity only in December 2000. Although the fourth most populous of South Africa's metropolitan regions, Ekurhuleni has attracted little attention from LED researchers as compared to other leading centres. It is argued that LED planning in Ekurhuleni is distinguished by a strong pro-poor focus and by the adoption of an innovative approach towards the development of local industrial policy to support the revival of this important industrial region of South Africa.
