Abstract

This paper reflects on recent debates and events in Uganda that relate to democratic governance and constitutionalism, especially in terms of the debate on a third term for President Yoweri Museveni. While the paper was written in the context of a debate, the debate itself has now been closed: President Museveni has successfully changed the constitution. In 2006, he was re-elected to serve a third term. It is argued in the paper that the amendments to the constitution to allow for a third term may erode the socio-economic and political achievements of the National Resistance Movement over the past twenty years.
