Abstract

As combatants and victims of Sierra Leone's ten-year civil war, young people are the target of youth empowerment policies as a means of mitigating their adverse experiences and their long-term marginalisation. International agencies have spearheaded peace-building and development initiatives. A case study of Gesellschaft für Technische Zusammenarbeit-International Services (GTZ-IS) shows that although they have mode good progress in supporting young people's economic empowerment, agencies have been less successful in promoting social and political empowerment. To promote the last-mentioned two objectives, better sequencing, greater knowledge about youth needs and a willingness to engage with controversial issues are required.
