Abstract

After independence, the development policies of Black African states were aimed mainly at raising their aggregate national incomes. However, the consequences of rapid population growth are beginning to overshadow and draw into question such economic progress as has been made. The problem of unemployment, above all, is causing increasing concern. As a recent survey by the UN Economic Commission for Africa (ECA) states. Unemployment, which is only now being recognized as chronic is becoming increasingly serious in the majority of African countries. Unemployment and under-employment appear to be increasing most rapidly in the urban sector and largely comprised of young people, especially school leavers.
