Abstract

The paper seeks to show that the concept of ""politically independent but economically interdependent"", as it is commonly applied to the prospective relations between the Republic of South Africa and independent homelands, is problematical, and why deeper thought should be given to the economic and related interactions between the RSA and the homelands. First, certain significant stages in the evolution of the policy of separate development are traced. Subsequently, some basic issues arising from close economic union between less and more developed countries are discussed with special reference to South Africa. Lastly, a conceivable pattern of future institutional arrangements for South and Southern Africa is outlined.
