Abstract

The two major problems facing Rhodesia ar the need to develop the Tribal Trust Lands and the interrelated necessity to create sufficient job opportunities for the fast-growing Black population. The two problems cannot be discussed meaningfully in isolation from one another The tribal economy encompassing more than 40 percent of the total land area of Rhodesia and providing a subsistence livelihood for some 57 percent of the total population has been aptly descriptionbed by the South African economist, Professor J. L. Sadie as ""an accommodating mechanism"" - a sponge-like mechanism absorbing the unemployed and underemployed Blacks when the money economy cannot create sufficient jobs and supplying extra labour, either seasonally or semi-permanently when necessary.
