Abstract

Some 15 years or more have elapsed since most African countries attained sovereignty. Ghana in fact celebrates its 21st anniversary of independence this year amid the distant echo of Dr Nkrumah's famous words of ""Seek ye first the political kingdom, and all other things shall be added"" still audible. Several development strategies have been pursued in the interim, and the inevitable question is whether African governments have succeeded in attaining the level of economic development they originally anticipated. If their development plans have not materialised, what are the main reasons for disappointing economic achievements?
