Abstract

One of the most disturbing features of the deteriorating Western position in the so-called ""balance of power"" is the apparent inability of some politicians and analysts to assume the Soviet way of thinking and view the issue in question through the Kremlin's eyes. Not only is the tendency to form opinions true of certain arms-control negotiators, it is also characteristic of those who draw attention to the enhanced ability and confidence of the Kremlin to intervene in disputes and wars beyond the borders of Soviet Russia. A number of reports in the West paid attention to the ""threat"" of Soviet civil aircraft and merchant shipping. Regrettably, these warnings originate in the commercial challenges of the superpower rather than the strategic role.
