Abstract

The concept informal sector was first put forward by an International Labour Organisation - sponsored employment mission to Kenya in 1973. Since then, the informal sector has been the subject of several studies in African cities, e g Kumasi In Ghana, Freetown in Sierra Leone, and Nouakchott in Mauritania. The informal sector comprises enterprises and individuals that operate outside the mainstream of economic activity outside the system of government benefits and regulations. It is said to consist of a wide range of activities, is characterised by a limited labour-intensive provision of goods and services, is both legal and illegal and involves little or no fixed capital or formal business organisation.
