Abstract

This warning applies in varying degrees to all the Front-line states but particularly to Zambia where guerillas of the Nkomo-wing of the Patriotic Front (Zapu) have stepped up their attacks on shops, farms and individuals. Ambushes and murders have been reported from different parts of Zambia, most of them in the Mkushi area on the road from the Copperbelt to Tanzania. The security situation and the issue of growing lawlessness have been raised in the Zambian parliament but little was done to remedy the situation. President Kaunda's reluctance or inability to act was nowhere more clearly revealed than over the ""Kerrigan affair"". William Patrick Kerrigan was the executive editor of the monthly magazine Productive Farming, the official journal of the Commercial Farmer's Bureau. Kerrigan was responsible for an editorial which appeared on 28 March in which the government was urged to take action against the guerrillas who were terrorising the occupants of villages and farms.
