Abstract

Water allocation between urban and agricultural users is a controversial issue. Within a highly developed basin, such as the City of Cape Town, the demand for water for urban use is increasing rapidly and consistently. Water resources may become almost fully utilised; an option is to divert water from a basin where water resources are less strained towards the water strained basin; in the case of the City of Cape Town, inter-basin transfers are currently taking place from the Breede Water Management Area (WMA) to the Berg WMA.
