This article descriptionbes the development and initial testing of an instrument to measure tutors' levels of critical thinking. It was developed, based on the qualitative analysis of interviews with teachers in Zambia. Four categories indicating critical thinking were identified, one of which (deduction) was integrated with another (evaluation of argument). Based on the remaining three categories a checklist was developed to be used with three questions to measure the level of critical thinking.
