Abstract

In Cape Colony �300,000 is annually appropriated from the public funds and ear-marked for the administration of the Scab Act. Apart from this huge drain on the country's resources, what scab costs and has cost Cape Colony is estimated in millions. Consequently, no sane man disputes for a moment the absolute necessity of getting rid of scab.
