Four syndromes that may lead to the failure of community development efforts are identified in this article. These are the syndromes of the bootlaces, cloudburst, superman and dependency. The syndromes are discussed against the backdrop of the deprivation trap in which many people find themselves. Various permutations of the idea of community development are discussed and a set of criteria or principles for community development is provided. The legal framework for the promotion of community development in South Africa is briefly outlined. In conclusion a set of five preconditions for successful community development are identified: adherence to the basic principles of community development, proper planning, need for local government to perform its function of coordination, the need for political support and finally, the need for proper training of officials and volunteers.
