Abstract

Extracted from text ... criminal prosecutions of children should be converted to children's court inquiries, after conviction. As far as adults using children are concerned, CLAP proposes that an important element of investigation and prosecution should be locating and prosecuting adults (or sometimes other children) who are using the children to further their own criminal intentions, or who are benefiting from the children's illegal activities. The international community adopted the ILO Convention on the Elimination of the Worst Forms of Child Labour (No. 182) in 1999.
