Abstract

There are no debates any longer that globalization has immense opportunities and challenges. However, the crucial question emerging from the globalization dynamics, centers on the uneven policy playing ground for harvesting such opportunities, managing the challenges and mitigating the problems across different regions of the world. This paper observes that Africa has low rate of participation in higher education and as a result constitutes a vast and attractive market for cross-border higher education providers.The various national interests of African countries should constitute the driving forces in the formulation of relevant regulatory policies rather than those which the World Trade Organization (WTO) has been pushing through the instrumentality of the General Agreement on Trade in Services (GATS).
