Abstract

There are 15 local authorities in Botswana; 10 District Councils and five City/Town Councils. There are also nine Land Boards responsible for the administration and management of Tribal Land. These organisations are responsible for the decentralised provision of a variety of public services in this rapidly developing nation. The rate of development in this country is unprecedented and places enormous management demands on the senior officers of the Unified Local Government Service administering these authorities. A management training programme was initiated in the mid 80's and has recently been expanded to include principles and practices of the ""management team"" concept. This paper descriptionbes the management team development programme as it currently stands. The programme is being administered by the Swedish National Institute for Civil Service Training and Development (SIPU).
