Abstract

In August 1963 Campbell was told that a census for Botswana was due. ""This census is important You must count people where they slept the night at every house in the country. The first National Elections are due in March 1965 and we need census figure to delimit constituencies. Political parties must have time to organise.' He asked, ""And how long have I got?"" and was told, ""Nine months to produce results.""
