Abstract

Generally 'organs of state' (that is, municipalities, provincial government departments, national government departments and public business entities) appoint contractors by means of a tender process.


Often large amounts of money are involved and there are accordingly strong financial, but also political and nepotistic, motives for a dishonest, biased or uninformed functionary (official) to manipulate the tender process, thereby robbing the otherwise successful tenderer of his or her rightful profit.
