Abstract

The paper, presented to the Western Cape Branch of the SAKE as the 1982 Snape Memorial Lecture, deals with aspects that are of concern to the researcher and the practitioner in roads and transport. Firstly, it discusses the efforts currently being made to improve the overall effectiveness of civil engineering research in South Africa. Next, a few typical examples of successful research are reviewed, and finally possible shifts in the emphasis of research, necessitated by the changing social, economic and technological circumstances in the country, are examined.


In the first part of the paper three issues are considered. These are aligning research and development objectives with needs in practice; ways and means of improving the co-ordination between the different organizations that carry out civil engineering research; and the effective documentation of applicable information.
The second part describes three of the successful research projects undertaken at the National lnstitute for Transport and Road Research. These are the development of norms for engineering services in residential townships, the means developed for assessing and taking into account the effects of traffic loading on roads, and the identification and improvement of hazardous locations on roads.
In the third part of the paper future trends and research requirements are examined. It appears that research on transportation and safety will in future require a greater share of the available manpower and funds than research on road engineering, about which considerable information has already been obtained.

Die referaat, wat as die 1982-SNAPE-gedenkreferaat aan die Weskaapse Tak van die SAISI voorgedra is, handel oor aspekte wat vir die navorser en praktisyn op paaie en vervoer van belang is. Ten aanvang word daar verwys na pogings wat tans aangewend word ter verbetering van die algehele doeltreffendheid van die siviele ingenieursnavorsing in die land, vervolgens word 'n aantal voorbeelde van tipiese suksesvolle navorsing beskryf en laastens word daar gekyk na die moontlike klemverskuiwings op sekere aspekte van navorsing as gevolg van veranderde sosiale, ekonomiese en tegnologiese omstandighede in die land.


In die eerste gedeelte, wat handel oor meer doeltreffende navorsing en ontwikkeling, word drie aspekte ondersoek. Hierdie aspekte is die belyning van die doelstellings van navorsing en ontwikkeling met betrekking tot behoeftes in die praktyk; metodes vir die verbetering van koördinasie tussen siviele ingenieursnavorsing wat deur verskillende organisasies uitgevoer word; en derdens die doeltreffende beskikbaarstelling van doeltreffende inligting.
In die tweede gedeelte word daar verwys na drie van die suksesvolle navorsingsprojekte wat in die Instituut voltooi is. Hierdie projekte is die ontwikkeling van norme vir ingenieursdienste in residensiële dorpsgebiede, metodes vir die bepaling en toepassing van die effek van verkeersbelasting op paaie, en die identifisering en verbetering van gevaarplekke op paaie.
In die derde gedeelte word toekomstige tendense en vereistes vir navorsing ondersoek. Hieruit blyk dit duidelik dat vervoer- en veiligheidsnavorsing 'n groter aandeel van die mannekrag en fondse sal benodig, ten koste van padingenieurswese waarvan reeds aansienlike inligting beskikbaar is.
