Abstract

The police do not possess unlimited powers. Restrictions are placed upon what they may do and what they may not do. In democratic societies it is accepted that people are ruled by laws and not by people. Laws define the limits of individual conduct but at the same time set limits to the control that can be exercised over such conduct.
