During 1982 the Transkeian legislature established a system of regional authority courts, the object of which was to place a tribal judiciary on the same footing as the magistrates' courts. I have already commented on certain aspects of the system and the Regional Authority Courts Act 13 of 1982 (""the Act"") (1983 DR 396). This Act came into force on 26 November 1983 and rules for the operation of the courts were promulgated at the same time. It is these rules which now fall under scrutiny.
