Abstract

The predominant objective of any education systemis one of providingquality education for all learners in order to enable them to realisetheir full potential, thereby enabling them to contribute to and participatein society. During the last two decades international policydevelopment has turned the focus on providing quality education forall learners within the mainstream of education, thereby removing thestigma and stereotyping of learners with barriers to learning. SouthAfrica has also accepted educational approaches that facilitate movementtowards more inclusive forms of education. Intensive attemptsare made to identify the barriers to learning and development and toprovide all children and young people with equal access to qualityeducation. The most important problem that has to be overcome inthis process, is the training and empowerment of teachers to identifyand effectively support learners who experience barriers to learning.This article gives an overview of the problems facing the educationalfront in South Africa in this regard and discusses three instrumentsthat have been developed during the last eighteen months to empowerteachers to meet the needs of all learners in their classrooms.
